California RCFE application package

Your license application documents, prepared from your answers. You review, sign and submit.

What it is

The Application Package is the set of documents you submit to the California Department of Social Services (CDSS) to apply for a Residential Care Facility for the Elderly (RCFE) license for 4 to 6 beds. You answer one online questionnaire. We build the forms, plans, policies and financial documents from your answers, so you review and sign instead of assembling the package yourself. You submit it to CDSS. CDSS makes every licensing decision.

We run licensed RCFEs ourselves. Luis Santos, Managing Partner, operates three licensed RCFEs in the San Gabriel Valley, a fourth opening, operating since 2021.

What you get

  • Up to 53 numbered items, numbered the way the application is assembled: facility forms, business documents, administrator documents, operations plans and policies, employee resources and resident resources.
  • Your information already entered on every form that uses it.
  • Every spot you complete by hand marked in bright yellow, so you can see what is yours.
  • A placeholder page wherever only you can supply a document, such as identification, Live Scan results, a TB clearance, a bank statement or your administrator certificate.
  • The Application Key, which lists every item you sign, date or attach, with the page where it sits.
  • The Licensing Overview, which walks through the steps with CDSS and your local fire authority, and three checklists: Documentation, Fire Clearance and Inspection.
  • One full-package PDF, plus separate files for each document. Word files stay editable.
  • Unlimited revisions for 90 days from first delivery.
  • Help by email.

See what you receive

Four pages from a sample package: the title page, a section introduction, the first page of the LIC200 application, and one placeholder page. Every page is marked SAMPLE, and all information is invented.

Sample title page of an RCFE application package
Sample section introduction listing the items in the section
Sample first page of the LIC200 application, filled in
Sample placeholder page asking you to replace it with your own document

What you don't get

The Application Package is documents. It does not include:

  • A site visit or a feasibility read of your property.
  • Fire clearance, capacity or renovation advice for your building.
  • A tailored operating model. Our standard approach is built into the documents.
  • Advisory calls.
  • A review of your lease, deed or entity documents for fit. We check that they are present and consistent with your answers.
  • Coordination of your submission to CDSS.
  • Preparation for inspections or interviews.

How it works

  1. Buy. At checkout you choose the number of licensed beds (4, 5 or 6) and whether to add priority delivery.
  2. Answer the questionnaire. We email you a private link. It saves as you go, works on a phone, and takes photos or files of your documents. Come back to finish whenever you like.
  3. Submit it, within 90 days of purchase. Delivery is counted from the day you submit a complete questionnaire. If anything is missing, the delivery clock pauses until you resubmit.
  4. Download. You sign in with a six-digit code we email you each visit, then download your package.
  5. Sign and submit. Print in color, complete every yellow box in ink, replace the placeholder pages, and mail the application to CDSS.
  6. Revise if you need to. For 90 days, send changes through the same link.

Who can buy

The Application Package is for:

  • A facility in California.
  • 4, 5 or 6 licensed beds.
  • One person signing for the applicant.

You do not need to have formed your entity or secured the property to buy. The questionnaire asks for the legal name and the ownership path you intend.

The terms in short

  • We deliver within 10 business days after you submit a complete questionnaire. With priority delivery, within 3 business days. These are the longest times we will take.
  • Revisions are unlimited for 90 days from first delivery. We return each within 10 business days, or 3 with priority delivery.
  • You have 90 days from purchase to submit the questionnaire. If you have not submitted it by then, your order closes.
  • Within 30 days of purchase, and before you submit the questionnaire, you may ask for a refund: we keep $200 and refund the rest, including any priority delivery fee. After that, we do not refund, except for late delivery: if we deliver after 10 business days, you can ask for a full refund and you keep the package; with priority delivery, if we deliver after 3 business days but within 10, we refund the $500 priority fee.
  • The package is built from your answers. We do not verify them or visit your property. You read and sign every page.
  • We do not guarantee licensure, approval, timing, occupancy or profit. CDSS decides.
  • The documents are licensed for one facility and may not be shared or resold.
  • Your information is encrypted, never sent by email, and deleted 120 days after first delivery.
  • Our liability is limited to the fee you paid.

Questions

What is the RCFE Application Package?
It is the set of documents for a California RCFE license application, prepared from your answers to one online questionnaire. It covers forms, plans, policies and financial documents for facilities of 4 to 6 beds. You review, sign and submit it to CDSS yourself.
How much does the Application Package cost?
The package costs $2,000. Priority delivery adds $500. Fees paid to others are separate. The CDSS application fee for 4 to 6 residents is $990 under Health and Safety Code section 1569.185, and Live Scan, orientation and administrator training have their own costs.
How long does delivery take?
Delivery is within 10 business days of your completed questionnaire, or within 3 business days with priority delivery. The clock starts when you submit, not when you pay. It pauses if we ask you to fix an answer and resumes when you resubmit.
Who can buy it?
The facility must be in California, have 4, 5 or 6 licensed beds, and have one person signing for the applicant. You do not need a formed entity or a property in hand first. The questionnaire asks for the legal name and ownership path you intend.
What do I still do myself?
You read every page, complete each yellow box in ink, attach what only you can supply (identification, Live Scan, TB results, proof of funds, administrator certificate), and mail the application with the CDSS fee. We prepare the documents. You remain the applicant.
Can I change my answers after delivery?
Yes. For 90 days from first delivery you can send unlimited revisions through your questionnaire link. We return each within 10 business days, or 3 with priority delivery. The 90 days do not restart with a revision. After they end, changes need a new purchase.
Does the package guarantee my license?
No. CDSS decides every application, and no one can guarantee licensure, timing, occupancy or profit. The package prepares your documents from your answers. A missing or incorrect item can delay review, which is why you read every page before you sign.
Does it tell me whether my building can be licensed?
No. The package is built from your answers. It has no site visit, feasibility read, or fire, capacity or renovation advice. Your local fire authority's pre-inspection decides what a home supports. The package requests the broadest clearance for the beds you choose. For questions about your building, call or email us.
How is my personal information handled?
The questionnaire collects Social Security, driver's license and account numbers. We encrypt them before they are stored, never send them by email, and limit access to Guiding Hand. You sign in with an emailed code each visit. We delete your information 120 days after first delivery.
Can I get a refund?
Yes, within 30 days of purchase and before you submit the questionnaire: we keep $200 and refund the rest. Submit it within 90 days of purchase, or your order closes. Delivery after 10 business days: you can ask for a full refund and keep the package. Priority delivery past 3 business days refunds the $500 fee. Email hello@ghseniorcare.com.
